Job Description

Introduction

The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide.  We are currently seeking a Data Engineer/Scientist in the Food Security Analysis unit also known as Vulnerability Analysis and Mapping (VAM) of Dakar Regional Bureau (RBD) to support WFP and partner’s collection, management, analysis and use of food security data. The consultancy is for a period of 1 month with a possibility of extension. Candidate should be available to start as of December 1, 2019.

Responsibilities

The consultant hired under these ToR’s will be a technical member of the VAM unit in RBD. The consultant will work under the leadership of Regional Head of the VAM unit and the direct supervision of the regional assessment officer and in close collaboration with the entire VAM team in Dakar.  The consultant’s outputs will adhere to WFP formats and standards. Specifically the consultant will:

 

  1. Develop a robust and user-friendly R based interface/syntax for exporting and reporting key food security estimates from survey micro-data at the country level
  2. Refine the Food Security Estimate analysis tool using macros/VBA and/or R programming to better automate data management processes at the country analysis level
  3. Refine and extend R based interface/syntax for consolidating/standardizing country level Food Security Estimates into a regional database
  4. Develop a prototype of R Shiny based interactive data app to visualize regional Food Security Estimates (similar to https://data.humdata.org/organization/fsnwg)
  5. Documentation and creation of user guides of all above work in English / French

 

Requirements

  1. Degree in computer science, information science, statistics, or related subject;
  2. At least 1 year of experience in data management and analysis;
  3. Proficient with R / R Shiny and aptitude with Excel VBA;
  4. Demonstrated commitment to creating reproducible, well-documented code, including a visible presence on GitHub;
  5. Knowledge of food security and nutrition related issues is an added value;
  6. Strong written and oral English and French;
  7. Ability to work independently but interacting with a large team.
