Job Description

Objective and Purpose of the Assignment

The Central and West Asia Department (CWRD) of the Asian Development Bank (ADB) is monitoring the economic impact of the COVID-19 crisis on economic developments of the ten countries of the Central and West Asia region. The study uses a wide range of short-term data sources, that are collected, updated and analyzed regularly in real time basis.

The objective of the assignment is to collect, process and analyse online, statistical and econometric data from a wide range of sources including statistical offices, online sources, supervisory authorities and international organisations. The assignment aims to prepare tools to visualize and analyze the collected data in R that allow automatized data extraction, update and preparation of graphs/inputs used in the research paper.

Scope of Work

The staff consultant (SC) will support the subject matter CWRD economists in their research. The SC will create data visualisations and tables for use in the publication on monitoring of the economic impact of COVID-19 on CWRD countries, conduct data quality control to ensure that data of the highest standards are provided, keep abreast of methodologies and technical developments and take part in the testing and implementation of new statistical applications in R for an automatized data extraction, update and analysis.

Detailed Tasks and/or Expected Output

To identify and select usable datasets for ongoing research projects of the subject matter CWRD economist (the economist);
Manage and clean datasets using an extraction and reporting programming language (R language highly preferred) to ensure data integrity, and apply methods to validate data to ensure high quality results;
In consultation with the economist, assess and produce relevant, standard, or custom information (reports, charts, graphs and tables) from structured data sources by querying data repositories and generating the associated information;
Help the economist create written reports, presentations and provide interpretation of data when needed;
Collaborate with the economist to define and implement data standards and common data elements for data collection;
Develop and/or refine existing scripts and tools for statistical analysis that can be used by the economist to curate, analyze and visualize data;
Work with the economist as needed on effective management of databases;
Maintain all code with robust documentation in R or other repositories.

Minimum Qualification Requirements

The SC shall have minimum Master’s degree in a relevant technical discipline, such as computer science, engineering, mathematics, statistics, or related field, or 3+ years of experience in a relevant role. The SC shall have an expert knowledge of R (expert R coding and programming practices; ability to design and write functions), advanced proficiency with R Shiny and other relevant R packages/tools/libraries, ability to work with and retrieve macroeconomic and online data, strong knowledge of computer science practices; strong technical aptitude. Excellent written and oral communication skills in English are required.

 

The total budget of this assignment is USD 5,604 for 35 working days overall (consultant’s remuneration rate is determined with ADB’s Procurement Department)
