The Associate Data Scientist will lead research and analysis efforts under the newly funded Delaware Research Alliance whereby UD actively partners with state agencies such as the Delaware Department of Education (DDOE); Department of Services for Children, Youth, and their Families; Delaware Department of Health and Social Services; and other social, educational and health agencies to develop and implement a shared research agenda investigating emerging trends, early warning indicators, and policy solutions in Delaware. The Associate Data Scientist will lead the linking and analyses of existing state longitudinal data systems for ongoing analysis of issues related to education, health, and social outcomes. This is a full-time position with funding through June 2023, with a likely extension, dependent upon available funding and satisfactory performance in the role.

 

The Associate Data Scientist will lead the development, linking, cleaning and analysis of the Alliance’s longitudinal data. A successful candidate will have advanced data analysis and data management skills, an interest in research questions that improve experiences and outcomes for children, adults and families, and a desire to support the creation of products that bridge the gap between research and practice.

Major responsibilities:

  • Leading data collection, management, governance, cleaning, and linking for longitudinal administrative data sets.
  • Managing graduate students working with data collection, cleaning, linking and analysis.
  • Managing data governance procedures.
  • Manage annual data file cleaning and updating, including creating files, cleaning existing files, and managing graduate students participating in the work.
  • Creating and overseeing the processes of documenting existing and new data files.
  • Tracking and facilitating data transfers.
  • Managing troubleshooting of data issues as required.
  • Engaging in scholarship and facilitating research-to-practice to improve social outcomes for residents of Delaware.
  • Reporting to the Director and work in partnership with the Director and faculty to create key research products.
  • Provide technical support and assistance analyzing complex longitudinal data.
  • Writing research methods and data details for technical and non-technical audiences.
  • Communication with data managers at the partnership organizations to facilitate data sharing.

 

Qualifications:

  • Masters required, Ph.D. preferred, in information systems; computer or data science, social science, or related discipline, such as economics, statistics, psychometrics, public policy, sociology, education, psychology, etc.
  • Minimum 3-5 years’ experience with relational database queries and at least 1 year experience with SQL specifically.
  • Documented experience in longitudinal data analysis.
  • Experience managing and analyzing longitudinal datasets.
  • Advanced programming skills in SAS, R, Python, or other programming language.
  • Experience with SQL programming and relational database queries.
  • Project and process management.
  • Successful communication with researchers and practitioners.
  • Experience working with large-scale datasets, preferably education-related student-level data.
  • Excellent attention to detail.
  • Strong problem-solving skills.
  • Strong written and verbal communication skills.
  • Strong mathematics skills.
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures, and backgrounds.
